Till recently, the diploma, degree, and postgraduate degree programmes in architecture and planning were regulated jointly by the AICTE and the Council of Architecture (COA) ( India Habitat Centre, Core 6-A, First Floor, Lodi Road New Delhi 110 003). The CoA was established under Architects Act, 1972 to regulate the architect profession and related
matters. In accordance with the section 21 of the Act, the CoA had formulated the Council of Architecture (Minimum Standards of Architecture Education) Regulation, 1983, which provides among others, course contents, periods of study and subjects of examinations, qualifications requirements for faculty positions. The AICTE Act, 1987 also provides for representation of the CoA on its council. However, in December 2003, for reasons unknown even to the architecture profession, all the functions relating to establishment of new institutions and accrediting courses have been taken over by the AICTE. Thus, CoA has no role in formulating policy on planning in respect of architecture education. Its task is limited only to regulate the professional conduct of practising architects. The Associate Membership of the Indian Institute of Architects, and the institute of Town Planners, India are treated as equivalent to degrees in architecture and planning, respectively.
